宝宝没在新加坡，如何完成PR手续？

宝宝的PR申请批准了，但宝宝现在不在新加坡，如何完成PR的手续？
批准信中这样写的：
A. Completion of Formalities for Permanent Residence
1.  All successful PR applicants are required to come personally to the Permanent Resident Services Centre, 5th Storey, Immigration & Checkpoints Authority (ICA) Building, to complete the formalities with the following: -
          a) PR in-principle approval letter
          b) vailid passport with valid Immigration Pass
          c) 2 recnet colour passport-size photographs. The photograph must be:

2. For children who are below 15 years old and are not in Singapore, the parents may collect the Entry Permit on their behalf. The Entry Permit allows the child to enter Singapore and become a permanent resident. It is valid for entry within 6 months from the date of issue.

我的疑问是：
1. 第一条讲所有的PR applicants 要亲自去，第二条讲小孩可以由父母代去，小孩属于所有的PR 申请者吗？
2. 孩子没有在新加坡，护照和LTVP当然也没有在新加坡了，没有护照和LTVP，父母可以代去可以吗？

如果申请的时候officer见过宝宝，好像可以代办。 没见过的话，宝宝必须到场，不过你可以申请延期到宝宝回新加坡

我们申请的时候是父亲带宝宝申请，当时没有带宝宝去移民厅，后来批准后宝宝被要求去移民厅，但是那时宝宝已经回国了，我们说明了情况后（因为只有两个月期限，父亲想先办理好自己的，但是移民厅要求一起办，我们就发了邮件去问，大概过了三四个工作日，有人回电话给我们），移民厅同意父亲拿宝宝的护照代为办理。
我们就把宝宝的护照单独邮寄过来，在爸爸办理的当天也给宝宝交了钱，在护照上盖了章，拿到了entry permit，移民厅顺便把下一次入境的visa也盖章在护照后面，不过要多交三十块钱，宝宝入境新加坡时，你就不用再办理visa了。办好这些后我们把护照又寄回去了。
只要从盖章日期起六个月内入境新加坡，再用爸爸的号码同样网上预约一天带宝宝去移民厅，就会给re-entry permit.
