网上申请公民最后交钱的步骤总是交不了，transaction incomplete, 有人遇到过吗？

如题，我连卡号都没输入，刚刚选择credit card / Visa, 下一个页面就显示交钱出现了错误，关掉重新登录，到了交钱的步骤又说我之前有在这个页面同样的交易，或许已经扣了钱了叫我联系运营商看看扣了钱没，可是卡号都没输，就是交不了，有人遇到过吗？

我按了continue 结果出来还是transaction incomplete.

没人遇到过这种问题吗? 怎么会这样呢  难道逼得我非得亲自跑ICA一趟吗  还得把材料交齐了。
