请教大家一个问题关于LTVP

女儿12月新加坡出生到现在1个月左右，之前做完中国护照就去移民厅办了第一个月的签证到2月4号到期，接着我们就给她申请长期准证，4楼柜台接受完材料的同时把她的签证盖印到4月4号，说在这期间等LTVP的申请结果，然后今天收到ICA的信，内容：
   Thank you for your interest in applying for a Long-Term Visit Pass for the abovenamed.

2.    We have carefully evaluated your application. In the process, we have considered all relevant factors. While we understand your wish for the abovenamed to have a Long-Term Visit Pass, we are unable to approve the application.

3.    We regret to inform you that your application for an extension of your Visit Pass (short-term) has also been unsuccessful.

现在比较困惑的是第三条，visit pass （short-term）被拒，我并没有自己上网去给她延期签证，盖到4月4号的印章是4楼官员给印的，但是这里又写被拒，那现在女儿到底是可以呆到4月4号回国还是2月4号就要立刻回国？
