父亲的LTVP补拒？怎么申诉？

今天收到ICA的回答

Thank you for your interest in applying for a Long-Term Visit Pass for the abovenamed.

2.    We have carefully evaluated your application. In the process, we have considered all relevant factors. While we understand your wish for the abovenamed to have a Long-Term Visit Pass, we are unable to approve the application.

3.    However, your Visit Pass (short-term) which was issued on 17/03/2018 and valid till 16/04/2018 has been extended on the same condition till 16/05/2018 under Regulation 12(6) of the Immigration Regulations.

现在想要申诉，我的方法是重新申请了。然后在REMARK里面写申请：

Thank you for the prompt reply for the Long-term visit pass for the abovenamed.
I would like to re-appeal for the application. And seek your kind understandings and considerations on all my relevant factors which named below.
Due to our (husband & wife) unknow factors of working hours. Having two young kids, my dad are here assisting our daily child’s care duties on sending/fetching kids to daily school, school activities and as well as night classes.  Therefore, would appreciate if you are able to review my appeal and grant his approval for the Long-term stay in Singapore.
Your kind understanding is appreciated and would you like other information. Feel free to contact or drop me an email.

想问一下这样的申诉方法对吗？还是直接下去ICA？主要是妈妈已经是ltvp了，当时10年前申请妈妈LTVP的时候，爸爸还在国内。没有及时申请。现在这样申请。就不好过了。
