公民和PR 可以申请BTO吗？现有HDB bought from open market，满2年

如题，现在住的HDB是2年前resale的,没有拿政府津贴。
现在想申请BTO，不知道是不是可以，还是要等到MOP（5年）满。
朋友同样的情况，住满2年，已经BTO到新房了，2017年交房。
查HDB网站： This is on condition that a 5-year period (excluding any period of subletting of the whole flat) has lapsed from the *date of taking possession of the existing flat to the date of application for a new flat.
是不是现在MOP的算法改了啊？
