The ceremony was witnessed by Prime Minister Mr Lee Hsien Loong, Tianjin Mayor Dai Xiang Long and leaders of both countries.

Scheduled for completion by end 2007, the Tianjin Dagang NewSpring Desalination Plant will supply 100,000 m3 per day of industrial and city grade water to the district of Dagang in Tianjin for a period of 30 years. This S$155 million membrane based treatment plant will be one of the biggest desalination facilities in China. There are plans to expand the capacity of the plant to 150,000 m3 per day by 2008.

Tianjin Dagang NewSpring Co Ltd, a wholly subsidiary of Hyflux will develop the plant under a Design-Build-Own-Operate scheme. “We are extremely delighted to have progressed thus far. Both the Tianjin & Dagang governments have contributed considerable effort to the fruition of this project. I had the pleasure of meeting Tianjin Mayor Dai Xiang Long twice, once in Singpaore and once here in Tianjin, and in both meetings he has given strong support for this project, “Hyflux Group CEO and President, Olivia Lum said.

Located on the bank of Bohai Bay, Dagang, the Tianjin Dagang NewSping Desalination Plant occupies a land area of 150 mu. The plant will utilize Hyflux’s advanced proprietary ultrafiltration (UF) Kristal membrane technology for pre-treatment and reverse osmosis (RO) membrane technology.

“Our track record of building Singapore first desalination plant, which is also the largest RO desalination plant opened in the world so far, has given us the experience in the engineering, procurement and construction of desalination plants using membrane technology, “Ms Lum said.

Reverse Osmosis technology is an established technology utilized for seawater desalination in the world. By using Hyflux’s proprietary UF Kristal technology for seawater pre-treatment along with the latest energy recovery technology, the plant will enjoy energy savings, lower operating costs and a more eco-friendly operation.

In June 2004, Tianjin Dagang NewSpring Co., Ltd was awarded the contract by The People’s Government of the District of Dagang, Tianjin Municipality to develop, design and build the desalination plant. Earlier this year in May, it signed the Cooperative Agreement with the People’s Government of the District of Dagang, Tianjin Municipality.
