墨尔本大学指定的中介只有2个，那其他中介都能信吗？

询问，墨尔本大学指定的中介只有2个，那其他中介都是怎么办的呀？能信吗？

我是NYP第三年的学生，现在想申请去澳洲的大学读书，在墨尔本大学的网站上我看到，
The current University of Melbourne Representative list is provided below. All these representatives have official contracts with the University to offer professional counselling and reliable service and advice to international students on behalf of the university. International students seeking admission to the university can apply direct to the university or through one of the listed representatives. You can also find out when we are planning to visit your city by contacting one of our overseas representatives below.

The University of Melbourne does not accept international student applications from non-registered representatives (agents).
新加坡给出的2个中介是 IDP 和OAL

这样看来通过其他中介申请的话不就都不可以嘛，那么其他的中介都还可以信任吗？有没有人了解大致是怎么在操作的，可以告诉我，让我心里有点底吗？因为有的中介是说免中介费之类的，也不知道能不能信，办不办的成事...心里悬呀...
IDP是不是不太清楚怎么给中国人办去澳洲的签证呀？好像是给新加坡人办的比较多...

还想问下，自己可以直接交申请给学校吗？学校会比较优先给那些中介递上去的申请吗？
