不好意思,看来听说的靠不住啊,我特意Email 到 ICA 问了下, CPF 是从你拿到PR开始算的,就是说,无论你工作否,只要到了PR的第三年,那么你的CPF Rate 跟新加坡人是一样的。
下面是 ICA 回的邮件:

Thank you for your email of December 2009.
CPF contribution is payable once the employee obtain Singapore Permanent Resident (SPR) status, which is based on the date on entry permit. If the SPR employee had obtained the status during middle of a month, CPF contribution will be based on the pro-rated wages from the date SPR is obtained.
During the first two years, both the employer and employee are required to make CPF contributions at graduated rates. Full rates similar to a Singaporean will apply from the third year onwards.
Second and third year contribution rates will start from the first of the month following the anniversary month.

If the employer and/or employee wishes to make higher contribution during the first two years, both parties can jointly apply with the Board by completing the Joint Application for Singapore Permanent Residents (SPRS), Form CNR/PR/94A.
Under our joint application we have two options available:
i) Full contribution rates for both employer and employee
ii) Full contribution rates for employer and graduated rates for employee
There is no need to complete this form if both parties wish to make contributions at the default graduated rates.

CPF contribution rate for 1st year PR (employer share 4%, employee share 5%) and 2nd year PR (employer share 9%, employee share 15%) earning more than $1,500 per month.
3rd year PR will pay the same contribution as Singaporeans, which means that there will be a 1.5% increase in the employer CPF contribution rate except for those who are above 35 years old and earning
total wages of $1,500 or less per month.
The contribution rate applicable is dependent on an individual employee's age and wage.
I have attached the contribution rates table for your ease of reference.
