13楼不是写的很清楚吗。。。那是新加坡法令。
无论伪造任何文件来申请准证，一样严重。

量刑标准在13楼已经写的很清楚了，你希望有人告诉你伪造高中文凭没有罪吗？
就算伪造的是幼儿园的文凭，那也是伪造，同样犯法。
如果你能证明都是中介干的，你完全不知情，也许会好一点儿，但事实是你当时是知道并且默许了的。
