车牍 (COE) are up for auction every 3 months interval (thatz what i heard last time). They have a number of quota available only, for example, 300 COEs are available, and there are 500 bidders, the bidders will bid against each other for the COE. So the price of COE depends on the bidders. back in 2008 during economic crisis, somebody bidded $2 and won a COE, because not much people will buy a car when market is bad. Now COE is 50k-65k (dropped from 72k in july), the price of COE is based on your car's capacity, lower capacity pay lesser.
for those 30k used cars, their COE might be very cheap back then, thatz why they are charging u at such low price. but beware of the number of years left on their COE. when COE expires, u need to pay for a new one.
the other term u need to know before u buy a 2nd hand car is OMV- open market value, you can redeem a percentage of OMV from government when u de-register your car. read more in detail on http://www.sgcarmart.com/news/writeup.php?AID=13
