In regards to your views on talents, I feel that it is not entirely true. In order to constitute as a talent, you must be able to possess certain skills or knowledge to execute a job that cannot be filled by anyone. What the government was looking at is a method of introducing people who possess a certain type of skill set into the pool of talents made up by the locals to increase the productivity. Also maintains the operating cost at a competitive rate. This very productivity helps to increase the possibilities of having foreign investors to continue their investments or attract new investments here. Thus increasing more job oportunities.
However, what caught them unaware was their failure to recognize that they have lost touch with the ground. The government here did not foresee that the influx of foreigners benefitted only the employers but adversely affected the livelihood of the masses. Wages were stagnant and in some cases reduced. Cost of living shot up, inflation was unprecedented, jobs became less available for locals since the cheaper but not necessary more or equally competent foreigner is filling up the post. Bread and butter issues became hot topics for the locals who were struggling to make ends meet. The income disparity was further driven apart due to the problems caused by the government's nonchalent assumption that their policies were working.
It was during the recent election that the PM finally reached an unexpected epiphany that he has completely lost touch with what was going on the ground. He made dramatic changes to his original attitude and implemented more policies to protect the people he failed to protect.
Introducing foreign talents into Singapore apart from increasing the pool here, is also meant to give the cost of operation a more competitive edge. It is still very much preferred to have locals fill in positions that require high level communication skills and of course competency that 'foreigners' cannot achieve. But sadly, many companies, which I feel in particular Singaporean companies, are opting to employ incompetent people due to the lower costs, thus driving down salaries and making it harder for the general masses to survive and also bringing the quality of work lower.
