How to Update your IC with the New Residential Address
You are required to produce documentary evidence that is addressed to the full name of the NRIC holder at the new address before your IC can be updated with your new address.
The list of documents which can be accepted as documentary evidence for reporting a change of address is tabled below:

6 Insurance bill / statement / letter Within the last 3 months
7 Tenancy agreement for residence Within the last 3 months
8 Bill / statement / letter from HDB Within the last 3 months
9 Bill / statement / letter from IRAS (e.g. Income Tax, Property Tax, etc) Within the last 12 months
10 Bill / letter from LTA (e.g. Road Tax) Within the last 12 months
11 Statement / letter from CPF Within the last 12 months
This is a security measure to prevent errant IC holders from falsely reporting changes of addresses. For you, the IC holder, this requirement will help to prevent errant IC holders from reporting your residential address as their own.
If you have the required documentary evidence
(i) You may proceed to ICA Building, Level 3 Citizen Services Centre or any of the Neighbourhood Police Posts/Centres to update the change of address in your Identity Card (IC)
The ICA or Police officer will then verify the information on his print-out with your personal particulars against the documents produced.
Upon successful verification, the old address will be obliterated by cutting grooves across it by using a special metal inscriber. It will be further marked out with permanent ink. A sticker showing the new address would then be printed and pasted onto your existing IC.
In the absence of documentary evidence
(ii)
you will have to submit an application for pre-notification letter to ICA via the Online Pre-Notification of Change of Address (OPAD) e-service for us to mail a letter to your new address within 7 working days. This can be used as the documentary evidence.
Within 14 days after receiving our letter, you may proceed to the following venues with your current IC and the letter to update the change of the address.
i) ICA Building, Level 3 Citizen Services Centre, IC Section
ii) Neighbourhood Police Posts (NPPs) / Neighbourhood Police Centres (NPCs).
The ICA or Police officer will then verify the information on his print-out with your personal particulars against the letter that you have received from ICA.
