关于PR和准证持有者开无犯罪证明

看到论坛很多人问这个问题，小弟以亲身经历告诉大家怎么操作。（仅对于那些在新加坡居住的外国人，无论你是PR还是准证持有者）
1.Non-Singapore Citizens who wish to apply can submit the appeal form together with the application form and relevant documents for consideration on a case by case basis.
不是新加坡人也可以申请 但是是交两个表格（公民是一个）没有特殊情况都会给你。
2.Applicants residing in Singapore please visit the COC office in person to apply and to have their fingerprint impressions taken between 8.30am and 12pm, Monday to Friday (excluding public holidays).
拜一到拜五的早上八点半到中午12点，需要本人前往，因为会才指纹。
3.申请费是55元，可以现金 信用卡 支票 和NETS
4.外国人是15天的处理时间，当天会告诉你几时可以拿，你也可以让朋友帮你取，但是他需要有授权信，并且他有有照片的证件。
5.需要的文件：

• 申请和申诉表格
• 护照第一页有照片的复印件（需要带原件去）
• 白底的两张护照照片
• 需要有封证明 说你为何需要这个无犯罪证明 不是英文的 需要翻译。
