My wife is working in one of the international schools in Singapore, as a Mandarin teacher.
Based on our experience, when hiring they don't care much about your certificate but more about your working experience especially in international (or I should say western culture) environment.
There are about 20+ international schools in SG that every year they have at least 10 to 20 new openings for Mandarin teachers across the island.
Another bucket you can look at is 'local independent' schools, like ACS, Huachong international, etc. They are public schools but operating independently (meaning to say, they can directly hire teachers instead of by MOE).
As for application through MOE, I would say it's severely difficult for non-Singaporean or PR. They have already fully closed the door for foreigners. But of course, you can take a try, nothing to lose.
