申请LTVP为Consider，郁闷啊

媳妇孩子新公民，为我申请LTVP，前几年申请过一次1年有效期的，到期之后因为人在中国就没有更新，今天10月从新为我担保申请LTVP，申请了2个星期，ICA发来邮件：We are pleased to consider your application for Visit Pass (long term). Please call in person at Visitor Services Centre with the required documents or your application will be treated as withdrawn. Please click here to print a copy of the notice stating the list of required documents。之前的经历无论是老婆给我申请还是给姥姥姥爷申请，都是直接通知申请成功，要求体检。。。这次到我，为什么还是给了一个Consider呢（还要下去送相关材料之后回家再等待消息呢）???????
