Please refer to your email dated 16 Nov 2017.

You can just approach ICA Citizens Service Centre at ICA Building to transfer the ROE stamp on your child’s old Chinese passport to the new one.

Required Documents
Both old and new Chinese passport of SC minor;
Singapore Citizenship Certificate;
The requesting parent’s NRIC;
Letter of Authorisation to a proxy if you are unable to go back to Singapore;
Proxy’s NRIC.

Processing Time:
About 15 to 20 minutes (depending on the crowd).

1.你问如何转，必然是是在新加坡ica转。
2.你应该问， 孩子在国内，要来新加坡， roe还没来得及在新加坡转，能否由上海领事馆出具一份证明文件，让孩子能够出中国境，回新加坡再转roe.

领事馆的回复有毛病，没有roe，但事实上孩子是新加坡公民，是可以出境的，你需要的是一个允许孩子能够出境的证明，而不是roe。
机场所关注的不是roe,而是孩子出境是否合法。

你的问题也一直把焦点放在roe上，这也是一个错误。
问题应该是： 孩子是新加坡公民，持有新加坡护照，但中国护照上的roe还没有转，可以现在持新加坡护照出境后，再去ica转roe吗？
现在持新加坡护照出境有问题吗？如有问题，请领事馆出具一份证明。
