关于留学澳洲的担保金的问题

<P>我刚才在<a href="http://www.immi.gov.au/study/applying/index.htm" target="_blank" >澳洲移民厅的官方网站</A>上查了一下担保金的具体要求，我个人的是这样的：</P>

<P>When you submit your visa application, you will need to <b>prove</b> that you have access to at least 31700$  from one or more acceptable sources. </P>
<P>You will need to <b>declare</b> that you have access to an additional 30900$  </P>
<P>请问prove 和 declare 有什么区别吗？</P>
