practice has utmost importance.and of course, you need to choose one or a few partners for u to communicate with.U should not practise blindly because you have to be aware of the mistakes you make often, so that you can consciously correct them.Let alone some of the methods in improving oral English level, your written English must level up at the same time as well.

个人建议：找文章背，语言习惯养成了，口语就好了很多时候真的就是说习惯了就好了，方法个人都有一套，我的方法不一定适用于大家

还有，口语的好坏，其实词汇量也是有一定要求的，楼主词汇量多少了？
