But you've got to go on to say whether you'd like to buy or sell either RMB or US dollar...as there's a buying and a selling rate (the difference between them is callled the 'spread' in the foreign exchange market)...
unless you begin with " I've got some RMB (or US dollars) and would like to sell them for US dollars (or RMB)..." then will the money changer know what you want....

The last time you went to the money changer's, did you take a look at the posted exchange rates and try to figure out what they meant? For every currency, two rates of exchange against another currency are given, i.e. a buying and a selling rate (or a bid and an offer rate respectively in foreign exchange parlance). The difference between these two rates is called the 'spread', e.g. if the rates you see posted on the board for RMB against Singapore dollar are buying 0.2025 and selling 0.2047, it simply means that for every RMB he buys from you, the money changer will give you 20.25 Singapore cents (S$.2025) while he would demand 20.47 Singapore cents (S$.2047) for every RMB he sells you. The difference or the spread between these rates is therefore 0.22 cents in the example given. But what is the significance of the spread in a quote? As money changers buy and sell a currency against another based on this pair of rates, it (the spread) represents the profit margin of the transaction. A narrow or small spread would mean a small profit margin to the money changer but a (good and) competitive rate to the customer. Therefore the next time you go to the money changer's, you might want to spend a few minutes making comparison of the spreads different money changers have as a way to ascertain who has the better or more competitive rate. In foreign exchange parlance, the exchange rate between two currencies is a quote of two numbers - a buying rate and a selling rate. If you ask a money changer or a foreign exchange trader what the exchange rate of currency A to currency B is, s/he will invariably respond with statements like "I'll buy/sell currency A for (how much) of currency B" or "I'll buy//sell at (the exchange rate between the two currencies)" etc.
The preposition 'to' in the question "What's the exchange rate of currecy A to currency B?" does not indicate your intention (to buy or sell) but it merely seeks the relationship (in this case the exchange rate) between the two currencies.
To make your intention clear, you can say something like, "I'd like / I need to exchange (some) Renminbi for Singapore dollars" which unambiguously means that you have RMB and would like to buy Singapore dollars.
