男性第一代dependent PR要服兵役吗？

听人说第一代PR都不需要服兵役的，谁能给个相关规定的链接看看？在ICA的网站上只看到下面的文字，没看出哪里写dependent PR不需要服兵役啊。
National Service Liability Under the Enlistment Act, all male Singapore Citizens and Permanent Residents are liable for National Service (NS) upon reaching 16 1/2 years old. They are required to serve 2 years of full-time National Service (NSF), followed by 40 days of Operationally Ready National Service (NS) per year till the age of 50 years (for officers) or 40 years (for other ranks).
Main applicants who are granted SPR status under the first generation Professionals/Technical Personnel and Skilled Workers (PTS) Scheme or the Investor Scheme are exempted from NS. Male children who are granted SPR status under their parents' application are liable for NS upon reaching 16 1/2 years old.
Male ex-Singapore Citizens and ex-Singapore Permanent Residents who are granted SPR status are liable to be called up for NS regardless of the type of SPR status they are granted. For further enquires, please write to:

那哪里有关于这个PTS Scheme的解释呢？希望能看到一个官方的解释，哪位给个链接吧。
什么样的人才算是under the first generation Professionals/Technical Personnel and Skilled Workers (PTS) Scheme呢？
如果老婆工作拿到PR，老公没有工作，依靠老婆拿到PR。这样也算granted SPR status under the first generation Professionals/Technical Personnel and Skilled Workers (PTS) Scheme吗？

英文写的是“在PTS计划之下拿到PR的第一代可以免服兵役”。可是怎样才算在PTS计划之下拿到PR呢？关键是哪里有关于这个PTS计划的官方解释呢？还是大家都只是猜测靠老婆拿的也算在PTS计划之下拿的？
而且英文特别强调是main applicants，靠老婆拿的男性也算main applicants吗？这个要有个官方解释才保险吧？

像我们这些人想去还去不了。每年几个星期到兵营或海外混混，不用上班，工资可能还高。

PTS下的PR就是那些因为有工作(EP、SP、小部分WP)而取得PR的人。
要官方解释吗？自己去网站看官方的原文。
