SINGAPORE - PAP Community Foundation (PCF), one of Singapore's biggest preschool organisations, is looking into giving priority to citizens over permanent residents (PR) in its admission policy, reported The Straits Times.
A spokesman told the newspaper that the organisation was reviewing its admission policy after the Education Ministry's changes to the primary 1 (P1) registration scheme.
PCF, however, was not at liberty to reveal details of the changes.
PCF fees are substantially lower than commercial preschools. It currently runs 242 kindergartens and 81 childcare centres with an enrolment of about 50,000 students, of which, about 80 per cent are Singaporeans and the rest are PRs and foreigners.
The Education Ministry recently announced that if the P1 registration goes to the ballot then available places will go to Singaporeans first and remaining places, if any, to PRs.
Priority will be given to Singaporeans in every phase, regardless of where they live.
It is unknown if there will be any changes to the PCF registration scheme that typically takes place this month.
The usual procedure follows that Phase 1 is open to existing Singaporean and PR pupils who are moving from K1 to K2 and their siblings.
Phase 2 is for those living in the constituency, followed by those outside of it and the last phase for foreigners.
